Newport Astroturf™ League

Newports No.1 Astroturf™ League

AGM Winter 2009

Another exciting AGM came and went and many issues were resolved or atleast mentioned, the major points were:

SUBS UP TO £26

Free kicks now 7m from the wall not 5 as previous

If you are unable to make a game then you must give 7 days notice, if you do so then you will lose 3-0 and still pay £26, if you do not let Mel or Simon know by 12 Midday on Friday then you will have to pay £52, lose 3-0 and lose 3pts from your league table.

Goal keepers are the only people allowed to slide on the pitch, if they slide in the area to save or block then thats ok, if they make contact with another player or they slide in a dangerous manner then they risk a penalty or even a sin binning, likewise if they slide OUTSIDE the area then they are treated the same as an outfield player and will/could be binned.

Players moving from one club to another can only do so with 14 days notice, this has increased from 7 days so both teams can be contacted to check for monies owed.

These rules also take place with immeadiate effect in the conference.

PLEASE BE AWARE THAT ALL NOTES BELOW ARE FROM PREVIOUS AGM'S AND THE RULES MAY HAVE BEEN CHANGED SINCE

AGM 2009

The notes from a very productive AGM are:-

1.The champions league cup format has been retained but altered to make it more competitive, we still have 8 groups of 4 but after the group stages the teams who finish 1st & 2nd go to the knockout cup, the team that finishes 3rd goes into the plate and the team that finishes 4th is out altogether.

2.The colour of balls has been relaxed to all colours except for Black, balls still have to be match fit and size 5

3.Colour of kits:- Black kits have been outlawed due to clashes with referees, all teams have been spoken to anyway but they are given 1 month to change kits from 22/3/09, if they turn up in a black kit they are penalised 1 goal.

4.The penalty for a team not turning up has been strengthened, if a team does not turn up and hasnt given either 24hrs notice or exceptional circumstances they will now not only be fined the match fee of both teams and a 3-0 defeat, they will now lose 3pts from the league/cup group

5.The match fee has now been increased to £24 a game, there is an additional fear that this could be increased further next season due to the council wanting to increase Mel's fees.

6.After some confusion the league has now implemented the official back pass rules as per the football association (see below)

" A direct free kick 5yds from the edge of the area will be given if the goal keeper touches the ball with his hands after it has been deliberately kicked to him by a team mate"

thus meaning chesting the ball or heading the ball back is now allowed

Rules 4 & 6 are only relevant for the league until the end of the season when the conference will adopt them

AGM 2008

The major points from this seasons AGM were:-

Fees for teams have gone up by £2 upto £22 per game, this is the first increase in 2 yrs

Free Kicks and Corners have now been extended to 5m from the wall, the only exception is if the ball is near the area when its the ball moved 5m's back not the wall

Any new teams joining the season will start on 0 points but will be given chance to gain points even if the team they are playing against is given a bye.

Clubs AGM 2007

Here is a list of items brought up at the AGM:

Every £1 a team is short they will be fined 1 goal, a upper limit of 5 goals has been agreed on

As per last years AGM there will be no player disciplinaries arranged, if a player is red carded then the two club captains and the ref will dicuss the punishment and agree the ban (min 4wks)

If a player is sin binned twice in one game then they cannot partake in the rest of the game but this does not result in a ban, a ban is only given if a player is given a red card.

If a player leaves a club to join another then the permission of the original club will be required to ensure that no outstanding monies are owed.

If a player plays in the cup/plate for one team then he is cuptied from playing for anyone else for the remainder of that seasons cup/plate competition.

teams must have a ball that is mainly white or yellow, both teams balls will be inspected before the game by the ref and a fine of 1 goal will be given against any team without a suitable ball.

3yds is the distance you must stand from a corner of a free kick, this can/will be paced out by a ref if required.

Players CAN be sent off in incidents off field if related to the turf, ie night clubs, car parks & shops.

There is no rule against calling "leave it" or "let it go" except when it is used in a unsporting way to put off an opponent

A Referee CAN change his mind on a decision if influenced by a 3rd party source before the match resumes.

Referees AGM

If a referee awards a goal because of shirts/ball/borrowed players rule then the team awarded the goal CANNOT refuse the goal, if you dont want the advantage then you should allow the other team to score.

Shirts do not have to be identical but have to be predominantly the same and cannot clash with the other team, if in doubt check with the ref, there is a 1 goal penaltyfor teams not complying to this rule

NO BLADES OR STUDDED BOOTS ALLOWED,

If you borrow a player from another team then there is a 1 goal penalty upto a maximum of 3 goals to which you lose the game 3-0

No team is allowed more than 2 paid players on the field at any time, the definition of a paid player is someone who is either paid wages, appearance or expenses by a team.
